I hereby give you notice of the Clarborough & Welham Parish Council meeting to be held at 7.00pm on Monday 25th November  2024 in the Clarborough Village Hall, Main Street, Clarborough.

All Members of the Council are hereby summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting as set out hereunder. Please note that meetings may be recorded.

Minutes of the Clarborough & Welham Parish Council meeting held at 7.00pm on Monday 25th November 2024 in the Clarborough Village Hall, Main Street, Clarborough.

 

Present:               Cllr Gibson (Chair), Cllr Broughton, Cllr Smith, Cllr Avery, Cllr Driver, and Cllr Joyce

Others:                 Mrs Davies (Clerk), District Councillor McFarland, County Councillor Tracy Taylor, and members of the public

 

2629/24                To consider any apologies and reasons for absence

Cllr Joyce proposed to accept the apologies received from Cllr Palfreman; this was seconded by Cllr Smith and resolved by the Council.

 

2630/24                To receive any Declaration of Interest in any items on the agenda

No Declaration of Interests received.

 

2631/24                To suspend the meeting for open session for Members of the public to speak and to receive reports from the District & County Councillors and CDCA

  • D.C.A – report to be circulated
  • District Cllr McFarland gave his District report
  • County Cllr Taylor joined the meeting and gave her County report

 

2632/24                To consider the minutes of the meeting held 14th October 2024

Cllr Avery proposed to accept the minutes of the meeting held 14th October 2024 as a true record; this was seconded by Cllr Smith and resolved by the Council.

 

2633/24                To receive updates on any actions from the previous meeting

  • Min ref: 2615/24 – Invoice has been received from Sovereign to carry out annual inspections, payment is pending until the inspection has been carried out.
  • Min ref: 2517/24 – The Chair has removed the lamp post poppies and Tommy statue and stored away.
  • Min ref: 2625/24 – Fly tipping on the Baulk has been removed.

 

2634/24                To receive reports from any other meetings attended

                                No meeting attended.

 

The Chair reported that the Central Bassetlaw Forum meeting is due to take place on 28th November at 7pm via Zoom. The Chair may not be able to attend but Cllr Joyce may be able to attend instead.

 

2635/24                To consider any planning applications as listed and note any planning correspondence

 

Street naming application: 20/00067/Newdev

Location: Former Orchard House and Lane, Big Lane, Clarborough

Proposal: Naming of:

Orchard House, Big Lane, Clarborough

Plot 1 – Braeburn House, Big Lane, Clarborough

Plot 2 – 1 Orchard Close, Clarborough

Plot 3 – 2 Orchard Close, Clarborough

Plot 4 – 3 Orchard Close, Clarborough

 

Cllr Avery proposed not to make any objections; this was seconded by Cllr Driver and resolved by the Council.

 

2636/24                To receive play area inspections

                                The Chair has carried out one play area inspection 17th November 2024.

Items noted:

  • The vandalised ‘do not drive on grass signs’ – repairs to be advised
  • Rocker spring broken – this was removed and awaiting quotation for replacement
  • Missing bolt on climbing wall – this is still secure and is being monitored
  • Football goal posts required repainting
  • Large hole in the west goal net – to be replaced
  • Small amount of littering which was picked up during inspection

 

The Chair reported items for repair to Sovering the independent inspector for a quotation. The Chair has also chased up the first play area inspection which was reported to have taken place on the 22nd November 2024 – still waiting for the report.

 

The Chair also carried out the half year ancillary routine inspection on 9th October 2024 – the only action required is to paint the Parish Pasture Memorial seat.

 

2637/24                To consider Christmas tree lighting events and expenses

                                The King’s Arms Pub is holding this years Christmas event on the 4th December at 5.30pm.

 

Cllr Joyce proposed to contribute £400.00 to the event; this was seconded by Cllr Broughton and resolved by the Council.

 

The Chair will put the Christmas Tree lights on the tree and switch them on.

 

2638/24                To consider annual contributions to the C.D.C.A of £1,400

                                Cllr Broughton proposed to approve the contribution of £1,400 to the C.D.C.S for the Village Hall: this was seconded by Cllr Avery and resolved by the Council.

 

2639/24                To consider annual contribution to the Clarborough & Welham IT Group’s newsletter of £600.00 as budgeted

Cllr Driver proposed to approve the contribution of £600.00 towards the parish newsletter; this was seconded by Cllr Joyce and resolved by the Council.

 

2640/24                To approve annual subscription for the Society of Local Council Clerks of £80.00

                                Cllr Avery proposed to approve the annual subscription to the SLCC of £80.00; this was seconded by Cllr Joyce and resolved by the Council.

                               

2641/24                To consider the renewal of the Village Hall agreement for another three years

Cllr Smith proposed to renew the agreement with the C.D.C.A for the Village Hall for a further three years; this was seconded by Cllr Broughton and resolved by the Council.

 

2642/24                To consider the Community Infrastructure Level (CIL) notification of allocated funds

                                Cllr Broughton proposed that the District Council holds the CIL contribution of £5,511.59 until future projects are brought forward; this was seconded by Cllr Smith and resolved by the Council.

 

2643/24                Finances – to consider payments as listed and financial documents for 31 October 2024

                                The Clerk previously circulated the payments for approval; finances for 31st October 2024, budget, bank statements and reconciliations for the Councillors to view.

 

Cllr Broughton proposed to approve the payments as listed and the finances as above; this was seconded by Cllr Driver and resolved by the Council.

2644/24                To consider moving some money from the current bank account into the savings account

                                The Clerk suggested transferring the ear marked reserve money from the general reserves in the current account into the new savings account.

 

After additional discussions regarding the current budget figures and general reserves, the Councillors suggested moving an additional amount of £18,861.28 from the general reserves into the savings account, leaving £8,528.49 in the current account. Funds can be transferred to and from the accounts if required.

 

Cllr Avery proposed to transfer £19,610.22 of ear marked reserves into the savings account, plus an additional £18,861,28 general reserves into the savings account which will receive bank interest. This leaves £8,528.49 general reserves in the current account; this was seconded by Cllr Joyce and resolved by the Council.

 

2645/24                To consider quotations for equipment on the play area and sports field

                                This item was deferred until the quotations have been received.

 

2646/24                To consider budget suggestions for 2025-26

                                The Clerk went through each budget item and the Council considered adjustments to be included in the draft budget ready for further considerations at the January meeting.

 

After discussion, Cllr Avery proposed to approve the current draft budget adjustments; this was seconded by Cllr Joyce and resolved by the Council.

 

2647/24                To consider the updated Financial Regulations

                                The Clerk previously circulated copy of the new updated financial Regulations template for Parish Councils to use.

 

After consideration of the updated regulations, Cllr Smith proposed to accept the updated financial regulations; this was seconded by Cllr Avery and resolved by the Council.

                               

2648/24                To receive an update on the website and email service

                                Cllr Smith reported that the website is working well, just one goggle search issue to deal with. The Councillors have their own.gov.uk email addresses; two Councillors have not yet moved over to the new emails – Cllr Smith to discuss this with them.

 

Cllr Smith has been working around the parish and mapping of the council’s assets on to the map; footpaths might also be included.

 

Items of interest are posted on the Parish Council’s Face Book, for example, notifications of road works.

                               

2649/24                To discuss raising a group for the parish pastures, receive any updates on the Parish                                      Pasture and consider any expenses

Cllr Smith suggested raising a group of volunteers to help with the Parish Pasture maintenance; the Chair mentioned that in the past there was a Friends of the Parish Pasture. Cllr Smith, Cllr Broughton, Cllr Avery, and Cllr Joyce are interested in being part of a group to help with running of the pasture.

The Chair gave a report on the Parish Pasture area:

  • The District Council were notified that youngsters have been digging holes in their housing development land to make bike ramps
  • A strimmer was hired, and 9 hours of strimming was carried out
  • Several tree guards were removed and disposed of
  • Several tree supports were applied
  • Holmes Groundcare has carried out the first cut to the edges of the path, Memorial corpse, and canal benches
  • District Cllr McFarland has donated a Rowan tree he received from the Woodland Trust

 

2650/24                To receive any updates on the Mayflower Community Orchard and consider any expenses for additional grass cut

                                No progress since the last meeting.

 

2651/24                To receive any updates of flood reports

Cllr Avery reported that a meeting with the Notts County Council’s Principal flood Officer and County Councillor Tracey Taylor had taken place in May; and the Flood Officer went away with a list of things he was going to do or find out about and then they would meet again. A meeting has now been organised for the 11th December and a report will be given at the next meeting.

                               

2652/24                To report any Highways, Rights of Way, or Service Faults

                                The Chair reported:

  • The street light on Clarborough Hill has been reported for being on all day
  • An article was put on face book asking drivers not to park on pavements after an accident on Church Lane
  • Little Lane was swept of leaves
  • Several litter picks were carried out by the Chair on Clarborough/Welham Main Street, Clarborough Hill, Howbeck Lane, Big Lane, Little Lane, Smeath Lane, Village Hall and play areas.

 

2653/24                To receive any correspondence or information for future agenda items

  • Item for the next agenda is the approval of the 2025 scheduled meeting dates.

 

2654/24                Time and date of the next Parish Council Meeting

                                The next Parish Council meeting will be help on the Monday 6th January 2024 at 7pm in the Clarborough Village Hall, Main Street, Clarborough.
