I hereby give you notice of the Clarborough & Welham Parish Council meeting to be held at 7.00pm on Monday 14th October 2024 in the Clarborough Village Hall, Main Street, Clarborough.
All Members of the Council are hereby summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting as set out hereunder. Please note that meetings may be recorded.

Minutes of the Clarborough & Welham Parish Council meeting held at 7.00pm on Monday 14th October 2024 in the Clarborough Village Hall, Main Street, Clarborough.
Present: Cllr Gibson (Chair), Cllr Avery, Cllr Palfreman, Cllr Smith – Cllr Joyce joined the meeting during the Open session.
Others: Mrs Davies (Clerk), District Cllr Fraser McFarland, County Cllr Tracey Taylor and members of the public.
2606/24 To consider any apologies and reasons for absence 2585/24
Cllr Smith proposed to approve apologies and reasons for absence from Cllr Driver; this was seconded by Cllr Palfreman and resolved by the Council.
2607/24 To receive any Declaration of Interest in any items on the agenda
No Declarations of Interests received.
2608/24 To suspend the meeting for open session for Members of the public to speak and to receive reports from the District & County Councillors and CDCA
The Chair suspended the meeting for the public session.
- County Cllr Tracy Taylor gave her County report and information regarding local matters
- District Cllr Frazer McFarland gave his District report
- A report from the C.D.C.A was submitted and circulated around the Council
- A Police report was circulated around the Council
2609/24 To consider the minutes of the meeting held 2nd September 2024
Cllr Smith proposed to accept the minutes of the meeting held 2nd September 2024 as a true record; this was seconded by Cllr Joyce and resolved by the Council. The Chair duly signed the minutes.
2610/24 To consider Co-option application
The Chair introduced Kirsty Broughton who has applied for the Councillor Vacancy role.
After discussion, the Chair proposed to approve the co-option application; this was seconded by Cllr Smith and resolved by the Council. Kirsty then signed her Declaration of Office which was then signed by the Clerk and Cllr Broughton joined the meeting.
2611/24 To receive updates on any actions from the previous meeting
The Chair reported on the following updates:
- 2586/24 – Footpath 9 bridge repairs completed & footpath 22 hedge cut back Clarborough Hill hedge still requires work although it is passable
- 2594/24 – New football nets still to be purchased. Cllr Joyce is still waiting to hear from football team re painting posts and installing nets
- 2595/24 – It was noted that the football team hasn’t used the field for their training sessions
- 2596/24 – Bassetlaw District Council has publicised Cllr McFarland’s Community Fund donation for the safety signs
2612/24 To receive reports from any other meetings attended
No meetings attended.
2613/24 To consider any planning applications as listed and note any planning correspondence
No planning applications received.
2614/24 To receive play area inspections
The Chair has carried out two inspections – no new actions require.
The Ancillary equipment inspection has been carried out and the defibrillators were also inspected.
2615/24 To consider contract for independent risk assessments to be carried out twice a year
The Chair reported that he has contacted play area independent risk assessment companies and repairs to equipment for quotations.
As discussion, the Chair proposed to appoint Sovereign Design Play Systems Ltd to carry out play inspections twice a year on the Council’s play equipment under a five-year contract for £400 per year; this was seconded by Cllr Joyce and resolved by the Council.
2616/24 To consider quotations to carry out repairs to the play area equipment
The Chair reported that after speaking with companies that repair place equipment; only one quotation has been received to date. After discussion, this item is to be deferred.
2617/24 To consider Remembrance Day Wreath purchase and donation
The Chair proposed to purchase 2 wreaths and include a donation; this was seconded by Cllr Broughton and resolved by the Council. The Chair will put the street light poppies up.
2618/24 To consider cost for additional grounds maintenance work
The Chair reported that the grounds maintenance contract will add regular grass cuts to the edges of the new Parish Pasture footpath, the memorial corpse and benches on the canal side for £55.00 per cut.
Cllr Joyce proposed to approve the additional work; this was seconded by Cllr Palfreman and resolved by the Council.
2619/24 To consider the Christmas tree lighting events and expenses
The proposed date for the event is Wednesday 4th December with the light switch on at 5.30pm
- The Chair has contacted Dan from the Kings Arms regarding ideas for the event
- The Chair will test and install the Christmas tree lights prior to the event
- The school has contacted the Chair re carol singing around the tree; permission was given to use the car park
- Small gifts to be purchased for each child
- Santa will be attending the event.
The Chair proposed the £250 budget for the event; this was seconded by Cllr Avery and resolved by the Council.
2620/24 To consider insurance renewal for 2024-25
The Officer reported that three quotations have been received for the 2024-25 insurance renewal.
After consideration, Cllr Joyce proposed to accept the renewal for £682.50 with Gallagher; this was seconded by Cllr Avery and resolved by the Council.
2621/24 Finances – to consider payments as listed and finances documents for 31 August 2024 and 30th September 2024
The Clerk previously circulated copies of the August and September financial documents, reserves, budget and copies of bank statements for the councillors to view.
Cllr Smith proposed to approve the finances as above and payment of the invoices listed; this was seconded by Cllr Broughton and resolved by the Council.

2622/24 To review General and Ear Marked reserves and consider any adjustments
The Clerk went through the general and ear marked reserves and the Councillors considered any adjustments required. Cllr Avery proposed to approve the updated adjustments to the ear marked reserves totalling £19,610.22; this was seconded by Cllr Palfreman and resolved by the Council.
2623/24 To receive any updates on the Parish Pasture and consider any expenses
The Chair reported on advice given regarding managing the meadow; photos are to be taken and sent to an adviser to comment on.
After discussion, it was suggested to do a late cut in October and one in April on the Parish Pasture. The three signs still need to be installed
Over 25 volunteers attended to remove the red chippings from the path and spread them on the allotment car park. Cllr Joyce and David Hogg supplied a fork truck and buckets, Dan from Kings Arms supplied free sausage butties and Trent Hire donated the use of the wacker; less than £20 was spent.
Residents on the site said they were happy with the path after the worked had been carried out.
A big thank you to all the residents for their time and hard work.
2624/24 To receive any updates on the Mayflower Community Orchard and consider any expenses
Cllr Avery 8 plum trees still to be planted; getting the community to assist and no expenses.
2625/24 To receive any updates of flood reports
Cllr Avery reported that he is waiting to have a follow up meeting about all the things he said he would look at and report back to us.
2626/24 To report any Highways, Rights of Way, or Service Faults
The Chair reported the following:
- Blocked drains reported on Clarborough Hill
- Smeath Lane grass verge overgrown reported
- Bollard on Main Street reported
- Fly tipping reported on the Baulk
- Big Lane overgrown hedge reported again
- Complaints received re traffic on Little Gringley Lane
- Chairman contacted Ian Horton (project manager) re work on Moorgate Welham Road. He will monitor the use of Little Gringley Lane.
- Several litter picks carried out. Clarborough / Welham Main Street, Clarborough Hill, Howbeck Lane, Big Lane, Little Lane, village hall & play areas
2627/24 To receive any correspondence or information for future agenda items
- Information passed on regarding how to adopt a telephone box
- Petition from Clayworth PC regarding state of the road Hayton and Claywork
2628/24 Time and date of the next Parish Council Meeting
The next Parish Council meeting will be held on the 25th November 2024 at 7pm in the Clarborough Village Hall, Main Street, Clarborough.
